Dear Resident For those who were unable to attend, please see the attached document which details the actions and key points discussed during the meeting ( at the end of the document) . For ease of reference, I have also copied the meeting notes into the body of this email below. I will look to arrange the next and likely final meeting towards the end of this year or in the early part of next year. This will provide an opportunity to review progress against the outstanding actions and assess the longer term impact of the work undertaken to date. Please feel free to share this message by clicking on the three dots below - “share” button. Meeting 3 Date & Time: 14/10/2026 at 12:30 hours Attendance Apologies Meeting Notes At the start of the meeting, Kent Police provided an overview of incidents recorded within the Op Nebular area between 03/07/2026 and 14/10/2026. During this period, a number of ASB calls were reported, primarily involving groups of youths within the Environmental Park and Sevenoaks Leisure Centre. Incidents included nuisance mopeds, criminal damage, attempted theft, graffiti, catapults, and general public order. Positive outcomes were achieved in several investigations, including the identification of offenders, the issuance of ASB Warning Letters and Acceptable Behaviour Agreements (ABAs), the submission of intelligence reports and the progression of criminal investigations where appropriate. Whilst incidents continued throughout the review period, it was noted that intervention work appeared to be having an impact on repeat behaviour among identified individuals. The meeting then progressed to review the 28 actions contained within the Proactive Management Plan and discuss progress made since the previous meeting. Action 8 - Centralised ASB Reporting PC Hubbard advised that residents within the affected area were sent a My Community Voice message during August 2026 outlining how and when incidents should be reported to Kent Police. This was subsequently supported by a targeted letter drop which included a QR code providing direct access to a centralised reporting portal for all Op Nebular related ASB matters. The intention was to simplify reporting processes. Action 14 - Environmental Visual Audit (EVA) PC Hubbard advised that a full Environmental Visual Audit (EVA) has now been completed. The EVA examined the physical environment across the problem solving area to identify opportunities to reduce crime and ASB through environmental design and situational crime prevention measures. The completed report consisted of 29 pages and provided a series of recommendations categorised into short, medium and long term objectives. It was noted that the recommendations represent a guide towards achieving a gold standard environment and remain subject to available funding. A number of recommendations directly overlap with actions already identified within the existing Problem Management Plan and can therefore be progressed alongside. Action 15 - Signage Kelly Webb advised that signage continue to progress. Kent Police have already produced signage which has been authorised by Corporate Communications and laminated ready for deployment. Kelly Webb further advised that she will arrange for five permanent A3 weatherproof signs to be produced. Once completed, signage will be installed across key locations within the Op Nebular area in order to deter ASB. Actions 17, 18 and 19 - Leisure Centre Environmental Changes Actions 17, 18 and 19 were discussed collectively due to their close relationship. Kelly Webb advised that she had recently met with Shane Smith ( manager of the leisure centre) and discussed proposals to introduce temporary seating outside the Leisure Centre. Current proposals would see benches deployed between 1000 hours and 1800 hours before being removed overnight. PC Hubbard also outlined previous discussions with Shane Smith regarding opportunities to improve access control around the seating area. This included consideration being given to additional fencing beneath the awning and around the seating area to prevent unauthorised use during periods when the facility is closed. Shane acknowledged that any fencing solution would need to carefully consider existing fire exit and emergency evacuation requirements. Kelly Webb agreed to raise the matter during her next district wide meeting with Leisure Centre managers to explore available options. Action 20 – ASB sanctions Although recorded as completed within the action plan, this will be an ongoing area of work. Kent Police and SDC have continued to utilise enforcement opportunities where individuals causing ASB have been identified. Numerous ASB Warning Letters and Acceptable Behaviour Agreements have now been issued to young persons linked to incidents within the area. Several agreements include conditions prohibiting individuals from entering the problem solving area unless accompanied by a responsible family member aged 18 or over. To date, more than ten sanctions have been issued and no breaches have been reported. The group agreed that these interventions have been effective in reducing repeat offending amongst identified individuals. Action 21 - Nuisance Mopeds and s59s PC Hubbard advised that a Section 59 Warning has now been issued in relation to a repeat offending moped rider responsible for ongoing nuisance behaviour within the area. Should the vehicle be identified committing any further qualifying offences, police now have the power to seize the vehicle. Actions 22 and 23 - Fencing and Netting SDC have reviewed options relating to additional fencing and protective netting and have obtained quotations. At the current time, the proposals are not considered financially viable and therefore no further progress will be made unless additional funding opportunities become available. Action 24 - ANPR Installation Sevenoaks District Council advised that ANPR installation has now been authorised. Kelly WEBB confirmed she will contact Trevor Kennett to obtain a projected installation timescale and will provide an update at the next review meeting. Partner Discussion The floor was opened for questions and observations. Roberta Ware raised four matters for discussion: In response, PC Hubbard advised that Hotspot Tasking had originally been stood down by the CSI Inspector following several weeks of deployment during the summer period. Following further concerns being raised, representations were made to the CSU Inspector and the tasking was subsequently reinstated for the remainder of the school summer holidays. PC Hubbard explained that Hotspot Tasking allows patrols from across the district to be directed to the area during peak demand periods, with attendance being recorded and monitored. It was highlighted that whilst the enhanced patrol strategy significantly increases visibility and opportunities to prevent incidents, police resources cannot be permanently dedicated to a single location. A patrol may attend, find no issues and leave, with an incident occurring later after resources have moved elsewhere. Regarding the two males reported behind Roberta Ware's premises, PC Hubbard confirmed that both individuals had been positively identified and dealt with through Acceptable Behaviour Agreements. Restrictions imposed within those agreements effectively prevent them from entering the town centre area unless accompanied by a responsible family member aged 18 or over. The issue of youths accessing the roof area within Bligh's Meadow Shopping Centre during August 2026 was discussed. It was explained that this matter falls outside the geographical remit of Operation Nebular and therefore sits outside the scope of the current Problem Management Plan. PC Hubbard siad that this is still looked at by but not applicable for OP NEBULAR area. It was acknowledged that some ASB offenders in the town centre would naturally have a cross over into the OP NEBULAR site, this is monitored by PC Hubbard. Finally, the disturbance reported at Sevenoaks Leisure Centre on 27/09/2026 was reviewed. Police attendance resulted in all involved parties being identified, with three Acceptable Behaviour Agreements and one ASB Warning Letter subsequently issued. The meeting concluded with agreement that partner agencies would continue progressing outstanding actions and provide further updates at the next and likely final review meeting towards the end of the year or early next year.
